English Local Authorities Plan to Sell Off Community Hubs and Sports Centres to Manage Finances

According to a latest survey of local authorities, UK councils are preparing to offload social clubs, athletic facilities, and retail spaces as they bet on a rapid disposal of assets to balance the books.

Growing Fiscal Challenges Drive Asset Sales

The Key Cities Group for second-tier cities in the UK reported that 60% of councils are intending to dispose of properties to cover the rising costs of social services for vulnerable individuals.

Local governments have in the past faced criticism for selling public land and open spaces to shore up their finances, but they contend they must continue to generate essential revenue from property disposals or declare themselves bankrupt.

The group said that a significant number of councils attempting to raise money from a quick sale of holdings marked “a clear change from 2024, when the majority (60%) of local leaders said they would prioritise service redesigns and using savings to manage growing fiscal pressures.”

Detailed Cases of Planned Sales

Medway Council in southeast England said its asset disposal plan included the disposal of a shopping centre in a local town and a social club in another town to generate £20m over five years.

  • A local golf course and business parks held in Worcestershire and Suffolk, which all generate rent for the authority, will additionally be disposed of under the strategy.

Local Levy Rises and Broader Fiscal Pressures

This research of councils in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of councils will have to increase council taxes next April to cover the growing cost of essential services, higher levels of housing insecurity, and a persistent housing shortage.

The authority said it will proceed with property disposals after sharp increases in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking creative strategies but some of these require time to deliver both improved services and financial savings,” said Vince Maple.

He added: “There are population challenges which will continue to add to the pressures we have. As a local government body, we had a drastic reduction in our central funding from over the past decade, which is very challenging.”

Countrywide Patterns and Projections

A survey of regional authorities recently also found local finances being stretched by the increasing figures of young people and adults needing special educational assistance.

A network of councils projected that local shortfalls will hit £4.4bn a year by 2029, as they grapple to cope with increased demand.

Government officials have put off scheduled changes to the Send system until the coming year after a white paper outlining those reforms has been postponed.

Disadvantage and Funding Gaps

According to the most recent indices of deprivation (IMD) for English councils, several participating urban areas were included in the most deprived in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 across the country under the 2025 deprivation indices,” noted the study.

“Although only a single urban area is among the top 10 for disadvantaged communities nationally, cities are far more likely to be in the most deprived fifth of the nation. The data highlights the extent of challenges facing local leaders across key cities in the next twelve months,” the report concluded.

“Local government leaders have been explicit about the need for a fair and sustainable funding system that accounts for and responds to the real levels of deprivation and need,” said Michael Mordey.

“Lacking this, councils will continue to face impossible choices around which essential services to fund, and which to reduce, to the disadvantage of their communities.”

A fifth of local authorities have cut or compromised social care provision in the last year, the survey revealed.
